Prepaid Meter: A Scheme That Has Become A Scam

REPORT SUMMARY

The report detailed corrupt practices of overestimation of bills by the officials of the Abuja Electricity Distribution Company (AEDC) in Pegi Community, a resettlement in Kuje Area Council of Abuja, due to lack of prepaid meters and transformers.

 

ACTIVITIES

  • The Report was amplified and sustained on our Radio Programme, “Public Conscience.”
  • PRIMORG wrote letters of invitation to key stakeholders to appear on the Radio Programme.
  • The President and Representative of the Pegi Community Development Association (PECDA) appeared on our Radio Programme.
  • The Representative of Abuja Electricity Distribution Company, AEDC appeared on our Radio Programme.
  • A Radio Town Hall was conducted with all stakeholders present.
  • Town Hall was conducted in Pegi Community with all stakeholders present.
  • Advocacy Technical Teams (ATT) inaugurated to follow up on the resolutions of the Town Hall Meetings.

 

OUTCOME

  • 79 citizens of Pegi Community sent complaints to the Abuja Electricity Distribution Company (AEDC) for Prepaid Meters.
  • 21 citizens metered in total. 16 citizens metered in Pegi Community.
  • 33 Consumers registered with AEDC for Metering Asset Provider (MAP).
  • 1 Transformer provided in Zone B, Appma Village, Abuja.
  • NERC Policy on the Capping of Estimated Bills issued to Unmetered Customers by Distribution Licences in the Nigerian Electricity Supply Industry.

The Electric Power Sector Reform Act (Amendment) Bill 2018, sponsored by the Speaker, Femi Gbajabiamila, then as Majority Leader, presented in the 8th National Assembly, was re-presented in July 2019. The Bill has passed its second reading in the house and if fully harmonized and consented to by the president, estimated billing becomes a criminal act.
